Communications serves the organization and it's customers by providing a medium for the sharing of ideas, status, and control of the aircraft, personnel, ground vehicles, and other resources operating on behalf of the organization.  CAP provides internal communications for use by the commander, and external communications to support mission operations and allow those interested in the organization to locate prospective units.

Since communications is considered critical infrastructure, there are documents and plans that are not open record, and have been restricted by the source agency from release under the Freedom of Information Act. 

Communications is a function at several levels in Civil Air Patrol:

Senior Professional Development offers a specialty track for communications, where senior members can be rated as Technician, Senior, or Master.
Emergency Services participants can be rated to provide communications during missions as Mission Radio Operators (MRO), Communications Unit Leaders (CUL), Mission Scanners (MS), Mission Observers (MO), Transport Mission Pilots (MTP), and Mission Pilots (MP).
